Towards Jena 4.2.0

It's about clock-tick time.
I can do a release mid-September.

   jsonld-java is stil there for JSON-LD 1.0.
   In this release, JSON-LD 1.1 is not the default for reading JSON-LD.

JENA-2114: SHACL: Provide SPARQL targets

JSON-LD 1.1 adds dependencies on Eclipse Pubic Licence dependencies 
(category B : binaries included in our convenience binaries).
