This improvement aims to add some tooling to the Karaf shell by implementing commands that make it possible to:
 * view all the deployed rules and their statistics
 * view a single rule in JSON format
 * reset the rule statistics for a node
 * view all the actions or a single action in JSON format
 * view all the segments or a single segment in JSON format

Over time a lot of more commands could be added, but here we start with these few useful ones.
