Approved Requirements By Vendor needs a Bill To PartyId

The Approved Requirements By Vendor screen needs a bill to partyId. Otherwise, if you click on [Prepare Order] and go to the next screen, you can create a Purchase Order, but it would be missing a bill to party and would not be correct.
Currently, the workaround is that you click on [Prepare Order], then on the [Approved Product Requirements tab], select one of the bill to partyId's on the top and the supplier partyId and click on [Lookup] again. The same list will show up, but the bill-to party id is populated, and [quick purchase order] will work.
