NOTICE: 3.1.0 mass-checks need redoing

Sorry about this --

It appears there was a slight bug in the pre2 tarball, which means that
the mass-checks need to be redone with the (new) pre3.

Once again, http://wiki.apache.org/spamassassin/RescoreDetails has all the
details.

Sorry if you've already started, or even finished!   The deadlines have
been pushed out a few days anyway.
