[RESULT][VOTE] Release Apache Arrow 12.0.0 - RC0

Hi,

Thanks everyone.
The result of the vote is successful with 3 +1 binding votes, 1 +1
non-binding vote and no -1 votes.

I will start the post release tasks [1].

Ah, recent Homebrew doesn't clone homebrew/homebrew-core by
default:

  https://brew.sh/2023/02/16/homebrew-4.0.0/

I think that $(brew --repository homebrew/core) works again
by running "brew tap homebrew/core".

I am having some problems with linxubrew:
