[Announce] SeaTunnel 2.3.0 Release Prepare

Hi all,

According the community meeting at 2022-12-06, the community has
decided to start the release process in the near future. But there are
some small problems that need your help:

1. [Improve][Exception Management] Unified exception management in

In this release no new features will be added, if you think some
feature must be added in this release, please reply this e-mail. After
the evaluation will decide whether to join.

We also welcome you to join the testing work. Let's make SeaTunnel better.
