Using http://svn.apache.org/repos/asf/subversion/trunk/tools/dist/nightly.sh as a base, create nightly tarballs and create a download area at ci.apache.org/projects/subversion/nightly/

The above script calls other scripts in /dist/ and some dependencies will need to be installed.
