When running Tomcat 4.1.27 as an NT service, if you have a JSP that uses the 
<html:file> tag, Internet Explorer intermittently and frequently 
generates "Cannot find server" errors and does not submit the HTTP request. 
This occurs whether you're uploading a file or not. Just the fact that the 
<html:file> tag exists appears to cause the problem. If, however, Tomcat is 
started via the Start | Programs | Apache Tomcat 4.1 | Start Tomcat menu 
selection, IE does not have any problems and everything works fine. I am 
running MS Windows 2K Server, SP4 and have IE v6.0.2800.1106 with updates SP1, 
Q818529, Q330994, Q822925, Q828750, and Q824145. Thank you.
