This trivial change adds the missing .asf.yaml file that ensures the
asf-site branch gets published to https://zookeeper.apache.org using ASF
publishing mechanisms when things are changed in the git branch.
This resolves the outstanding issue with this site's publishing that was
identified in the INFRA report at
https://infra-reports.apache.org/site-source/

The directive to create a staging profile from an asf-staging branch is currently unused, but is left in place in case the ZOOKEEPER project wants to create an asf-staging branch later, to test website changes before publishing. The idea is that the asf-staging branch should contain exactly what would be published in the asf-site branch, so both directives are needed in the file.

The file is trivial, and does not include any intellectual property that would require a license header. As far as I know, we don't run Apache RAT on the asf-site branch (there's no pom.xml or any other build config files that would configure it to), so it shouldn't fail there. This branch should be purely content for the website.
