In order to support HA policies in autoscaler in the new architecture, it is required to extend the cloud controller to support Region, Zone and other available locations to create a new instance from the jclouds API.
So that from the autoscaler, we can specify where should we start the instance. Eg: In openstack we can isolate the compute nodes using Region (geographically separated with specific endpoint), zone (used to partition a set of physical machines within a region) and Host (used to partition a set of common features of instances into one logical group).
