Hi,

After reviewing the ticket details & patch I think that adding a required check on this screen is difficult. On this screen, a user can either associate an existing content or can upload a file. So, making one of the fields or both is tricky.

I would propose to display a message(or note) where a user is notified of the requirement of the form. And the service engine is giving a proper error message on the form submission. I have added a screenshot on the ticket. Let me know if this looks good and then I can provide a patch for the same.
