> SCM deleting service should avoid sending delete transactions for under-replicated containers. It currently tracks all the transactions in memory until all the replicas receive the transaction. A lot of transactions for under-replicated containers could slow down the deletion as these will remain pending until container reaches the desired replication. The service has a limit on pending transactions.
