Currently we deal with situation when apt-get fails from time to time on
Ubuntu. Saying that apt lock is used. We can't figure out the reason.This
needs some info on processes.  
As well there happen some port collision problems which need output from
netstat when failure occurred.

It seems a good idea to log `ps` and `netstat` state at the time on tasks
failure. To debug problems like this either on customer or on dev side.
