Thanks for the patch, [~linyiqun].  Looks like the patch needs to be rebased.  Again.

Are the log messages when the locality doesn't change helpful?  I'm concerned they may generate a lot of noise in the logs.

Also, should we be logging at TRACE level instead of debug, as in YARN-4710?  Seems like this patch could generate a large number of log lines that could make finding other information difficult.
