   I propose several things related to this PR:
   
   1. Let's use a more relaxed naming. Seems that "Consistency check" sound very scary for the user. I propose to use "withReadFromAllBackups" or similar.
   
   2. Ignite already has `CacheConfiguration#isReadFromBackup()` flag which is very similar to `consistencyCheck` flag. Do we have a feature to change `readFromBackup` in runtime?
   I propose to add the ability to change both of these flags in runtime by an administrator. We shouldn't do it in the current PR, but we should create a ticket for it.
