Jelly is a Jakarta Commons project so one of these lists works fine:

No. it is not dead. But it has not had it's 1.0 release yet, so there 
might still be a few bugs left.

If you are going to use xdocs for a Jakarta product see:
   http://jakarta.apache.org/site/jakarta-site-tags.html

If you are going to use xdocs with Maven see:
   http://maven.apache.org/reference/plugins/xdoc/

No, you are right. There is not much documentation about this. Most of 
the Jakarta Commons projects share some files for the generation of each 
project's site. To be able to build the site for Jelly you also need to 
check out commons-build from cvs. It is a part of the commons module at 
the same level as jelly in cvs.

Well in Maven's case, that is because Maven is not a Jakarta project, 
but is an Apache top level project (TLP). Information about Maven can be
