Or, maybe we just need to say "we treat < and > as valid chars in markdown because you may want to translate that to HTML intentionally".  It's in the "notableclean" code (i.e., changes file) but not in the "tableclean" (i.e., releasenotes) so clearly this must have been hit at some point.  But I'm now doubting whether that was the correct decision.  At least, attempting to build Hadoop's release notes from day 1 is hitting all kinds of problems mainly due to < and >.
