Resolution: Fixed
fixed revision 1447803.
in fact the wip permission hook is the culprit. since access
control is not enabled anyway, i removed it from the config for the
time being.
added a null-check in the store in order to have earlier failure
and removed @Ignore annotation with the tests again.
