Gaurav Aradhye closed CLOUDSTACK-7279.
--------------------------------------

    Resolution: Later

This issue arises when setup does not have capacity for associating a new public IP address.
Cleanup operation in few all test cases needs to be improved.

I had worked on this in past, and the change is big. Need to test it again on different setup before adding patch.

I will take up this task later. For now, marking this as "Later" and closing it.
