If we retry to server1 forever it can increase recovery time a lot if there's some actual issue.. once we receive e.g. a network timeout we can no longer be sure the call fails. Actually currently if the region is opened, RS will just ignore the other open call and log a warning saying it's already opened. So that would need to change to make sure it succeeded. But if all retries keep failing it would have to retry until the RS expires to be sure.

There's no race in master here (specifically for the lost message case), just incomplete state management.
