I have this mostly working in the branch above. However, I have some issues with RAT ignoring my excludes, which creates a long list of violations in e.g. {{.git/}}. I asked the RAT team for help. If we can't get this fixed soon, we should still merge the changes as they improve our compliances with Apache standards (lots of files had missing headers etc.).
