[I] Unable to pull previous version of helm chart in Terraform [airflow]

### What happened and how to reproduce it?
I get the following error when I try to pull `1.21.0` release of the helm chart.
> Error: failed to fetch https://downloads.apache.org/airflow/helm-chart/1.21.0/airflow-1.21.0.tgz : 404 Not Found
I haven't had any issues pulling previous versions of the helm chart until recently (4 June 2026, 15:00 AEST).

On the other hand, only 1.22.0 is on https://downloads.apache.org/airflow/helm-chart/1.22.0/ but:

It seems like the PR triggered a pipeline run that acctually ran the archiving without updating the chart index.

Restored old versions in old places for a while need to investigate why index.yaml had not refreshed - so I will not announce 1.22.0 yet (I will do it later today) - but the old index should continue working.
