jclouds-chef landed in the main repo

Hi!

I've just promoted the jclouds-chef repository to the main jclouds
repo, following the procedure described here [1], to preserve the
commit history. I've also updated the README and CONTRIBUTING files in
the jclouds-chef repo to redirect users to the main jclouds repo, and
disabled the jclouds-chef builds in Jenkins.

Once 1.8.1 is out, I plan to also move the 1.8.x branch to the main
repo, to have all the live branches in one place.

Great, thanks Ignasi! And congrats for all the work you and others  
have put into the Chef code so far!

I guess the plan for the DEV@cloud jobs is to keep them disabled for a  
while and then delete them..?

Thank you, Ignasi. This will make chef easier for new (and old) devs to see
and help with.
