Weird string encoded, need some help

Hi, 

I am having issues manually decoding a string from a thrift-compact encoding. I explain what I'm dealing with here: https://stackoverflow.com/q/69652429/4088472

There is an answer on the question, but while technically correct, it doesn't help me with knowing how to decode it.
