The phone number format resource string is only used in mx:PhoneFormatter.An application using an english non US locale is unlikely to be using this formatter to format phone numbers so I don't think any further changes are required.

Had changes reviewed by an (Australian) professional. Agreed with all changes and picked up two more.
"The domain in your email address is missing a period."
"The domain in your email address has consecutive periods."
Should use "full stop" rather than "period" otherwise (in the first case) your email address might be pregnant. This applies to GB english as well.
There a few other properties that are questionable even in en_US english. e.g. "The amount may not be negative." Says to me that it may be or may not be negative. "The amount cannot be negative." would be better but not essential to change.

I have used Justin's file and created an en_GB version as suggested.
Zipcodes and telephone numbers will require changes to AS3 classes to properly support UK postcodes and telephone numbers, so I've left these unchanged.

See attached file. This has been tested with the build_framwork.xml ant script with the locale set to en_AU.
Note there's been no change to ZipCodes as they not used outside the US and make assumptions that would also require code changes.
Also note that is would be easy to convert this locale to an en_GB locale. All that would need to change (I think) is the phone number format and the currency symbol.

Just in case, someone need the ZIP-Code RegExp for GB (United Kingdom):
