[discuss] ML best practices

Hi all,

given the fact that at Onami we develop and maintain a set of
components, I think it would be good if ourselves start adopting MLs
best practices, I just wrote down a proposal[1] that has basically
cloned from apache commons (again, I took inspiration by the model,
not the impl :P)

WDYT? It should be help both dev/users on filtering discussions they
are interested on...

I replaced one occurence of "Commons" with "Onami".

I removed [ANN] (I think one prefix [ANNOUNCE] is enough - better
filter options in mail readers)

I added [SITE] as example. I know, we treat site as a module and it
should be clear enough. On the other hand I thought it would not hurt
to have ppl reminded on that one
