Eroma resolved AIRAVATA-1424.

    Resolution: Fixed

Tested in both http://test-drive.airavata.org/pga/public (PRODUCTION) and in http://dev.test-drive.airavata.org/portal/pga/public (DEV ENV). Failed experiments can only be Cloned. Cannot be modified.
