[Issue 127704] Impossible to continue typing in the comment body as it reaches the bottom of a page

Was able to reproduce the issue with the following configuration:
Mac OSX 10.13.3
Open Office 4.1.5

I was able to reproduce the issue in a new document and evaluated the issue in
the document provided. In both cases text can still be added to the comment
through the following process:

1. Open the comment by clicking anywhere within the comment.
2. Navigate to the end of the comment using the arrow keys. Note you will not
be able know when you've reached the end of the comment.
3. Continue typing. The text will be added to the comment.

While it is still possible to add to the comment, it is not possible to see
what is being typed because the view locks scrolling to what seems like the top
of the comment view. The comment doesn’t need to be the entire length of the
page, just longer than the current document view box size.

When reducing the document zoom to 40%, I was able to select the bottom of the
comment and continue typing without any issues seen: https://imgur.com/a/HGeXT
so the issue is caused by the locking of the view to the top of the comment box
when editing a comment. As long as the entire comment is visible in the view,
the error does not occur.
