**Describe the bug**
ServiceEnvironmentimpl.getConfiguration(TableId) puts the table configuration into a Map on the first call if it does not exist and returns the cached table configuration. Updates to the table configuration will not be seen by users of this class, like BalancerEnvironmentImpl.
