   ### Feature Description
   In dual-DC (Active-Active) and multi-cluster disaster recovery architectures, configuration drift across clusters (e.g., mismatched read/write queue numbers, perm settings, or topic sysFlag) leads to silent message production failover drops and uneven traffic routing. Operators need an automated cross-cluster topic comparison, drift detection, and rectification pipeline.
   
   ### Proposed Solution
   1. Introduce `TopicCrossClusterSyncReport` model tracking topic attribute diffs across source and target clusters (readQueueNums, writeQueueNums, order, perm).
   2. Implement `TopicCrossClusterSyncService` to diff topic metadata between clusters and generate synchronization action plans.
   3. Provide `TopicCrossClusterSyncController` with endpoints for drift query and rectification execution.
   4. Add frontend `TopicCrossClusterSyncModal` visualizing attribute differences and one-click configuration alignment.
   5. Provide comprehensive controller and service unit tests.
