   Thought it could be useful to turn the rebalancing logic used in https://github.com/apache/camel-quarkus/pull/8577 into something reusable by everyone.
   
   Hence, a new Maven mojo. You pass it the id of a GitHub workflow run, it examines the time taken for the test groups to complete and then figures out whether the groups should be adjusted.
   
   Not sure if it'd be better added to the cq-maven-plugin? But we already have the required dependencies in this project and the functionality only really applies specifically here.
