Since the release manager is usually juggling many things, this could help ensure we don't accidentally announce a fix that isn't in the release branch.
Thanks @suneet-s for the review. Your suggestion sounds good. Probably we can ask release reviewers to check in the voting process whether there is any missing commit in the release artifact when they validate it.
