[PR] pm: do struct timespec copy to decrease api call times. [nuttx]

   ## Summary
   Improve performance of pm procfs by decrease clock_systime_timespec call times.
   
   ## Impact
   Only decreased function execution time.
   
   ## Testing
   CI-test, arm-v7a board.
