apache-tuscany-sdo-1.0-incubating.zip has permission issues. in
particular, the lib subdirectory contains write only jars. not sure
what's gone wrong but the zip is unusable on macOSX or *nix.

maven/plugin.xml seems to lack header or generation mark. suspect that
this is that old maven bug...
