Missing POMs in Maven repository for velocity-view-tools 1.3

Hi,

Not sure how it happened that for releases 1.0, 1.1, 1.2 you have POMs  
and then for version 1.3 you don't but it wreaks havoc with anyone  
trying to build with this in Maven.

It looks like someone did a manual release for 1.3 because the  
metadata hasn't been updated correctly either. Please don't manually  
stuff things into the repository that gets synced to central unless  
you are very careful. No one says you have to build with Maven, but if  
you put things into the central repository please don't hose everyone  
who does. I just noticed this building with Maven 2.1 in an optional  
strict mode and this just poked me in the eye.

Sorry.  I don't remember precisely (though a mailing list search might
answer), but i vaguely recall someone complaining about a missing 1.3
POM and giving me some sort of instructions on submitting one.
Apparently those instructions or my execution of them were faulty.  As
for the previous POMs, someone outside this project did them.

Sorry to have caused trouble.  I'll see if i can't get someone more
Maven-knowledgeable to handle future velocity-tools releases.
