[Orchestration] Unit test task list of orchestraion

Hi , Community

We have just sorted out the unit test task list of orchestration at
ISSUE[1].

These tasks will help improve the unit test coverage of the orchestration
module, discover issues of code or design, and these tasks are very
suitable for new contributors.

Now, we invite community members who are interested in it to join, and
welcome anyone to supplement the task.

Hi, welcome to contribute.
Everyone who is insterested in a certain sub task can comment in issues#4439, and create his/her own issue to track details util the task is done.
