[Discuss] Generic RedisIO Proposal

Hi Beam devs!

I started looking into https://github.com/apache/beam/issues/26165 and 
came up with the following proposal for a more general quality of life 
improvement:

As this is my first substantial contribution outside of documentation, I 
would appreciate some input on these ideas from a more experienced 
person.
