[users@httpd] Apache not accepting outside connections part 2

I have configured Apache as following:

#
# Listen: Allows you to bind Apache to specific IP addresses and/or
# ports, instead of the default. See also the <VirtualHost>
# directive.
#
#Listen 3000
Listen 0.0.0.0:80

Should I also allow the Address binding?
I had my firewall down and asked a friend to test it and he still
couldn't load the page.
I really don't get it....
IIS is turned off completely so I know the answer is coming from Apache.
My friend can ping my IP just fine but not load the page .
Any other ideas?

No router and yes I can see it on localhost but my friend can only
barely load the stripped html..no css and no images....
That's with my firewall shut down completely.....

I must have missed part 1. Can you see it on localhost? Is there a router
out in front of it?
