[ANN] hbase-0.19.4 Release Candidate 1 available for download [WAS -> Re: IMO, we should make a 0.19.4 because of HBASE-1457]

Shall we release the following candidate as 0.19.4?

It contains a single, extensive fixup of -ROOT- and .META. assignment issues
on hosting regionserver crash,
