Actually, we defined a policy long ago, back in 2004: our policy is UBE:
unsolicited bulk email. see http://wiki.apache.org/spamassassin/Spam .

If it was solicited but (now) unwanted, then the user should
unsubscribe. If after a reasonable time the email continues to be sent
then it is no longer solicited and may be considered as spam.

The point about this issue (according to the Subject) is subscribing,
double opt-in and knowingly agreeing to receive advertising mail from
that service. While these might be *unwanted* by the user, it is NOT
*unsolicited*.
There is a fine line between unwanted and unsolicited.

Introduction
Spam is junk email. While there are several generally compatible definitions
of "spam," spam is defined by the SpamAssassin project as Unsolicited Bulk
Email (UBE). Email that is not spam is often called Ham. Another definition,
Unsolicited Commercial Email (UCE) is not used by the SpamAssassin project
because some spam is clearly not commercial and some unsolicited mail which
is not bulk is (often) actually wanted.
It's a start.. :)
Now, now how does that apply to the thread :) I 'think' what you are saying is
that SA is meant to stop UBE even if it comes from commercial email
marketers? Then why def_whitelist entries? What qualifies for a def_whitlist
entry?
