If $CATALINA_BASE is defined it is supposed to affect the locations used for
several things, including changing the location of the lib directory which
defines the contents of the common class loader. However, although the locations
of conf, work, and webapps are changed by CATALINA_BASE, the lib directory does
not appear to be relocated.

The RUNNING.txt states explicitly that shared class loading is affected by
"catalina.base", but the remaining docs are less clear.

Is this a bug in behavior, or is it an error in the docs?

A few points still seem valid:

'class-loader-howto.html' does not mention 'catalina.properties' at all, and it
seems like this is the most locical place for this information.

RUNNING.txt should not state that changing catalina base will change which 'lib'
directory is used.

'CatalinaProperies.java' silently ignores problems reading
'${catalina.base}/conf/catalina.properies' (like a read permission problem)
falling back to default behaviour. It seems appropriate that the location of the
actually used property file get logged at the INFO level.
