It would be useful to set Component, Affect version and/or Fix version if known, especially if someone is actually working on it!

Also, more details in the description is needed. Not everyone has access to JDBC 4 specs (licensing issues?) so it would be good to list functionality being planned for development in JIRA.

Agreed. Even if you have access to the spec, details of how Derby will
implement the spec are required.
