[PR] fix-seata-website workflow failed [incubator-seata-website]

## What is the purpose of the change
fixes: apache/incubator-seata-website#[issue_number]
Move algolia-sitemap from devDependencies to dependencies as it's required for production deployment.
## Brief changelog
Move algolia-sitemap dependency from devDependencies to dependencies section in package.json
This ensures the package is installed during production deployment when using npm install --omit=dev

Why is there such a big change in package-lock.json? If only one dependency is updated, this change is unacceptable.

Sorry, I modified a file while reproducing the bug and forgot to restore it. I will make the necessary changes immediately
