Assuming client-side REST operations have been implemented, move the client to issuing REST calls to the AM.

# YARN-1031 is a pre-requisite
# This will not be compatible with Hadoop 2.6 due to the YARN proxy

This *may* involve significant changes to the client, hence estimate of 4d. Hopefully it will not.
