Load order of mod_alias and mod_vhost_alias affects ScriptAlias

If mod_alias is loaded before mod_vhost_alias, ScriptAlias commands are ignored
and only the VirtualScriptAlias is set.  This is contrary to the mod_vhost_alias
documentation which says that ScriptAlias overrides VirtualScriptAlias.

Reversing the load order so that mod_vhost_alias comes before mod_alias causes
things to work correctly.
