Install Osschat Application for Incubator-linkis GitHub repo

Hi all:

We will install the GitHub osschat[1] application for our
apache/incubator-linkis GitHub repo,
which is used when a user posts or comments on an issue on GitHub, a
message is received within the corresponding WeChat group.
In this way, community users can more easily obtain project-related
information.

The Linkis GitHub osschat application is not approved yet by Apache Infra,
the ticket can be found here[2]
