We're currently using [https://github.com/googleapis/google-api-python-client], which has reached end-of-line and isn't getting updates other than bug fixes. Google recommends using [https://github.com/googleapis/google-cloud-python] instead. This ticket tracks upgrading client libraries for bigquery.
