Cannot connect to db

I get the following error when I attempt to connect to
"xmldb:xindice://localhost:8080/db/restaurants/#/*[[1]]" from within a
cocoon app.

I have installed the war in tomcat (actually using the xindice-webadmin
war for xindice 1.1b, and am able to use the admin tool to create
collections, and query them.), and it is running on port 8080.

Error:
org.xmldb.api.base.XMLDBException: A connection to the Database instance
'db' could not be created. Error: http://localhost:8080/db_bootstrap.ior
