Can you specify which JDK you're running on?  The redirect is actually to [http://plugins.netbeans.org/nbpluginportal/updates/11.0/]

It's not ideal to be redirecting from https to http, but it's what we have via legacy infrastructure at the moment, and seems to be working OK for most people.
