[reflect][PROPOSAL][lang] New sandbox project - reflect

The attached proposal is for the creation of a new sandbox component
[reflect]. This breaks out the code from [lang] where it is now unsuited.
Hopefully it will get more visibility this way and eventually a release.

[lang] committers should object now if they dislike this move!
